Throughout your journey across Kanto in Pokemon FireRed & LeafGreen, your Pokemon will learn dozens of increasingly powerful moves, leaving you with the difficult decision of choosing their four best options to construct a moveset. While choosing the ideal nature for your Pokemon and properly training them is key, choosing the right moves is the most important part of your Pokemon.
However, unless you carefully plan every Pokemon’s moveset, chances are you’ll need to make some changes to what moves they know. Unlike newer generations, you cannot change the moves a Pokemon knows from the menu; you must visit the move relearner and move deleter.
Where To Find The Move Deleter
The first person you’ll have access to is the Move Deleter, who takes up residence in Fuchsia City, which you’ll reach en route to your sixth Gym Badge.
With the roads now open after you gave one of the guards some tea, you can freely explore the route to Fuchsia.
Fly or ride your bike to Fuchsia City’s Pokemon Center, then look to the left of the building, where you’ll see two sets of houses.
The building on the right is the Move Deleter’s House.
Enter the Move Deleter’s House and speak with him to get the full introduction.
You can select and delete any move, including HMs, using the Move Deleter.
Select a Pokemon and the move you want them to forget, and the Move Deleter will erase it from their memory.

Where To Find The Move Relearner
Partway through the story, after you defeat Blaine at the Cinnabar Island Gym, Bill will suddenly appear and take you on a boat to the Sevii Islands.
The Sevii Islands are a group of seven islands that become partially available when Bill brings you to the area at this point. The remaining islands can be accessed during the postgame.
Go to Two Island and head southeast from the Pokemon Center to the set of two buildings. The building on the left is home to the Move Relearner.
The Move Relearner will explain that you need to bring him rare items if you want him to help your Pokemon to remember moves they’ve forgotten.
You must bring the Move Relearner two TinyMushrooms or one Big Mushroom, if you want your Pokemon to relearn a move.
These items can easily be farmed by catching Paras or Parasect, as they will usually be holding one of the mushrooms.
The Move Relearner is especially valuable for teaching your Pokemon moves they might have forgotten before you even caught them, as each Pokemon starts with certain moves early on, but will have these moves overwritten as they progress through higher levels.
